PROPOSALS to develop a privately-run cemetery near Keighley Tarn have been shrouded in controversy since day one.

Plans sparked a wave of opposition from residents in that area of the town, who feared the scheme could lead to the contamination of water running from the site.

But despite the objections, campaigners lost their battle and the venture got the green light last September.

Now, the graveyard project is back in the spotlight, with revelations that Bradford Council officers are investigating an alleged failure to comply with planning conditions at the plot.

Opponents of the plans naturally have been quick to seize upon this.

They claim the developer has failed to meet conditions that the land's drainage must be tested and the area checked for contamination before work begins.

Agents strongly refute the allegations.

We cannot pre-empt the outcome of the council investigations.

And people's emotive feelings regarding the issue should not detract from efforts to establish the facts.

However, whatever the result of the probe, this whole episode serves to reinforce the importance of transparency in the planning system.

It is vital that correct procedures are not only followed, but are seen to be followed.
