A PLANNED four-bedroom house at Nan Scar, Cowling, has been refused permission against officer recommendation.

A fresh attempt to build on the site had been recommended for approval at Monday's meeting of Craven Council's planning committee.

But councillors, who had visited the site ahead of the meeting, believed earlier reasons for refusal, upheld at appeal, remained unchanged.

Ward councillor Ady Green (Cowling, Con) said even though the June appeal decision referred to two detached homes, the impact on the area would be the same.

The meeting had earlier heard from a spokesman for objectors of Nan Scar, who expressed concern about overlooking and the impact on the countryside.

Cowling Parish Council had also objected to the plan for the same reasons.

Applicant Les Ingham's plans to build on a narrow, triangular shaped strip of steeply sloping grassland between Nan Scar and Colne Road had been considered acceptable by officers and compatible with the character and appearance of the conservation area.

An earlier scheme for two houses on the same site was refused permission by the council in February and dismissed at appeal in June. The plan was re-submitted, but withdrawn in March.

Councillors refused the latest plan because of its impact on the conservation area and on Nan Scar.
